In England, a higher-risk building is at least 18 metres high or has at least seven storeys. In occupation, it must also contain at least two residential units. For design and construction, hospitals and care homes of that height are also included. The Building Safety Regulator oversees building work to these buildings, and occupied high-rise residential buildings must be registered.
Our fire risk assessments follow PAS 79, a recognised, documented methodology that keeps assessments consistent and auditable, with action plans and golden thread documentation. BSI now publishes PAS 79-1:2020 for premises other than housing and BS 9792:2025, which replaced PAS 79-2, for housing. Since October 2023, responsible persons in England and Wales must record the assessment in full.
